We pursue pre-survey for access to the space and planets where human can visit directly, and direct observation. The Moon is the most familiar for humankind and we knew a lot about the Moon through many exploration. But primitive question related with origin and evolution of the Moon still full of stays mystery. The Moon is located at ideal place where we can globally observe activities such as ionosphere and magnetoshephere which cover the Earth and Aurora. Moreover, the far side of the Moon is excellent environment for radio wave observation, due to blocking of radio wave from the Sun and the Earth.

JSPEC has been studying plans which Japan can flourish in international coordination with keeping autonomous position, targeting that Japan will join to build the international human lunar outpost which enables human to stay longer period around 2020.
